The Bank invites qualified bidders to submit proposals for the replacement of the Bank's core system infrastructure (servers, storage, network and related components) and the establishment of a Disaster Recovery (DR) center, including design, supply, installation, migration, testing, training and maintenance services.

1. Tender Method
Restricted Competitive Bidding (single-stage, two-envelope: Technical Proposal and Financial Proposal).
2. Eligibility Requirements
Bidders must meet all of the following:
a, A legally registered company (or consortium, with a designated lead member) with at least 5 years of experience in IT system integration;
b, At least 2 completed projects within the last 5 years involving core banking/financial system infrastructure and/or DR center implementation, each with a contract value of at least USD 1M;
c, Sound financial standing, evidenced by audited financial statements for the last 3 years;
d, Ability to provide on-site implementation and support in Cambodia (directly or through a local partner);
e, No conflict of interest with the Bank, and not blacklisted or debarred by any financial institution or government authority.
3. Obtaining the RFP
Interested bidders shall submit a request letter by email to the contact below. The Request for Proposal (RFP) will be issued upon execution of a Non-Disclosure Agreement (NDA).

Clarification questions shall be submitted in writing only. An online clarification meeting may be arranged upon request.

Technical and Financial Proposals shall be submitted as separate files, each password-protected. Passwords shall be provided only upon the Bank’s request.
Proposal Briefing (Session): November 6, 2026 (Friday).
Late submissions will not be accepted.
Proposal validity: 60 days from the submission deadline.
